This collection may contain materials with sensitive or confidential information that is protected under federal, state, county or municipal right to privacy laws and regulations. Researchers are advised that the disclosure of certain information pertaining to identifiable living individuals represented in this collection without the consent of those individuals may have legal ramifications (e.g., a cause of action under common law for invasion of privacy may arise if facts concerning an individual's private life are published that would be deemed highly offensive to a reasonable person) for which Johnston County and the Johnston County Heritage Center assumes no responsibility.
Researchers are advised that the Heritage Center maintains physical stewardship of these collections under varying terms and agreements. Collections that are given to the Heritage Center are done so under a Deed of Gift agreement in which the donor transfers physical ownership rights as well as, "all right and title to... items without limiting conditions to the Heritage Center." To more fully understand rights restrictions for particular collections please consult with the Archivist or Director.
Biographical / Historical
Lee Hood Capps knew at a young age he wanted a career focused on providing public service, and he achieved that goal through his work as Economic Director with Triangle J Council of Governments (Triangle J COG).
Capps was born on May 31, 1949, in Kinston, Lenoir County, NC, to J. Talbot and Anne Dixon Hood Capps. He was educated at the Randolph Macon Academy, Front Royal, VA, where he received his H.S. diploma in 1968; University of North Carolina – Chapel Hill, NC, where he received a B.A. in Journalism and Political Science in 1972; University of Iowa, Iowa City, Iowa, where he received a M.A. in Public Administration in 1976.
He married Teri Baylon on July 28, 1973, and they had two sons, Washington Lee Capps II, and Alfredo Baylon Capps.
While with Triangle J COG, he helped the City of Durham, NC, and the Town of Kenly, NC, achieve “All American City” designation. This award acknowledges communities who through citizen input and effort have improved existing problems.
Also, as Director of the Foreign Trade Zone (FTZ) Project, he facilitated the establishment of a facility where imports can be held duty-free until the goods are actually shipped out of the FTZ. Development of this facility also helped to create new jobs and the relocation of many businesses to the Triangle Park Area in order to be near the FTZ.

Immediate Source of Acquisition
The Lee Hood Capps Papers is one of the original collections that were accumulated in the Johnston County Room of the Public Library of Johnston County and Smithfield. The library has put these collections on permanent loan and physically transferred the materials to the Heritage Center upon its creation.
